Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath said the effectiveness of governance should be measured by the positive changes it brings to the lives of ordinary people, stressing that public servants play a crucial role in delivering these benefits.
Addressing the inauguration of the two-day Regional Sadhana Series-2026 in Lucknow, Adityanath said an efficient, sensitive and responsive administrative system was essential to ensure that government welfare schemes reached the most disadvantaged sections of society.
He alleged that before 2017, nepotism, appeasement and corruption had weakened Uttar Pradesh’s administrative efficiency and work culture. Crime, mafia influence and policy apathy had also undermined the state’s development potential, he said.

Under the guidance of Prime Minister Narendra Modi, the “double-engine government” was giving a new direction to administrative practices through initiatives such as Mission Karmayogi, Adityanath said.
He added that Uttar Pradesh had undergone a significant transformation over the past nine and a half years, moving beyond longstanding bottlenecks and establishing new benchmarks in administrative, economic and institutional development.
The two-day event, inaugurated in the presence of Union Minister of State (Independent Charge) Jitendra Singh, brings together representatives from eight states and four Union Territories.
Adityanath said the initiative aligned with the principle of “Minimum Government, Maximum Governance” and reaffirmed the state’s commitment to Antyodaya—the upliftment of the most disadvantaged—and the vision of a developed India.
