12 years of pension reforms: Digital push cuts delays, boosts ease of living for retirees

New Delhi: Marking 12 years of sustained pension reforms, the Centre has significantly streamlined pension processing for retired government employees through end-to-end digitalisation, sharply reducing delays and clerical errors, officials said on Friday.

The Department of Pension and Pensioners’ Welfare (DoPPW) under the Ministry of Personnel, Public Grievances and Pension has over the years introduced major procedural and technological changes aimed at improving the ease of living for pensioners. Central to these reforms is Bhavishya, a centralised online pension processing platform that handles pension sanction and payment in a seamless digital workflow.

Launched to address long-standing issues such as delayed Pension Payment Orders (PPOs), errors in paperwork and financial hardship for retirees, Bhavishya was made mandatory for all central civil ministries and departments from January 1, 2017. As of June 19, 2026, the platform has issued over 3.28 lakh PPOs.

At present, 99 ministries and departments, covering 1,041 offices and 9,765 drawing and disbursing officers, are onboarded on the system. Officials said the digital platform has significantly improved efficiency, with 73% of superannuation PPOs now issued on time. In cases of in-service death, 69% of family pension PPOs are issued within six months, while the average processing time has come down to 64 days.

Bhavishya’s impact on digital governance has also been recognised nationally, with the platform securing third rank in the National e-Governance Service Delivery Assessment (NeSDA) 2021.

A major reform was introduced in July 2024 with the rollout of a new single simplified pension application, Form 6-A, replacing multiple legacy forms. Integrated with Bhavishya and enabled with a single e-sign facility, the form has already been submitted by more than 64,000 retiring officials, paving the way for complete digitisation of pension processing.

To ensure seamless post-retirement services, Bhavishya has also been integrated with the Central Government Health Scheme (CGHS), enabling uninterrupted medical coverage from the first day of retirement. Additionally, the platform is now linked with 11 banks, covering nearly 92% of pensioners.

Through these integrations, pensioners can access services such as pension slips, income tax certificates, due-and-drawn statements and digital life certificate status online, enhancing transparency and convenience.

Officials said the reforms reflect the government’s broader push towards technology-driven service delivery and citizen-centric governance, with pensioners emerging as key beneficiaries of the digital transition.
