New Delhi: The Telecom Regulatory Authority of India (TRAI) has released the amended ‘Rating Manual 2026’ for assessment of digital connectivity in buildings and properties under the revised Rating of Properties for Digital Connectivity Regulations, 2024.
The updated manual aims to improve digital connectivity infrastructure inside buildings through a transparent, standardised and technology-neutral assessment framework.
TRAI had introduced the Rating of Properties for Digital Connectivity Regulations in October 2024 to address challenges faced by consumers in accessing reliable digital connectivity within buildings. A Rating Manual was later issued in August 2025 to guide stakeholders including Digital Connectivity Rating Agencies, property managers and service providers.
Following feedback received during awareness programmes and consultations, TRAI amended the regulations in May 2026 and has now updated the manual accordingly.
The key changes introduced in the Rating Manual 2026 include a multi-stage assessment and certification system for under-construction properties, optional digital connectivity audits, and greater flexibility in evaluating power infrastructure while maintaining reliability standards.
The revised framework also allows both fibre and wireless backhaul solutions, making the process technology-neutral. It introduces a standardised service performance assessment system through a TRAI-approved testing application and defines sampling methods for evaluating non-public areas.
The manual also expands monitoring provisions by allowing centralised monitoring systems beyond traditional Building Management Systems (BMS) and aligns assessment standards with the latest National Building Construction Standards (NBCS), 2026.
TRAI said the amended manual will help improve transparency, encourage better digital infrastructure planning and enhance user experience in residential and commercial properties.
The Rating Manual 2026 has been placed on TRAI’s official website and will come into effect immediately.
